What it means for collectors
Each card is tied to specific chains, so getting all three means three separate purchases at three different stores. The offer runs only while supplies last, so if one of the three is your favorite, the first weeks after release are the safest time to look. Buying something you'd want anyway is the easy way to pick one up.
Kyogre also turns up elsewhere in this launch. The Delta Reign product showcase puts a full-art foil Kyogre promo in the Elite Trainer Box, and two of them (one with a Pokémon Center logo) in the Pokémon Center Elite Trainer Box. Those are described as full-art cards, while the retailer announcement doesn't say whether its Kyogre is full art, so treat them as different cards until both are out.
